Has anyone seen him throw? I have a feeling he is going to be a good get for us.

Yes. He is VERY GOOD. I'm fairly certain he will get a scholarship. I can't believe he was a walk on.
He's a "preferred walk-on", which means he is guaranteed a spot on the 105 player roster. He must be with the team 2 years if they don't want his scholarship to count against the 25 maximum limit. Given that NU rarely signs that many freshmen to scholarships, I wouldn't be surprised if he earns one sooner than later. And its not like his old man didn't earn enough in his NFL days to pay tuition;)

There were many good things said about him. I struggle to see how he finds a spot on the roster as a QB though.

You can never have too many good arms on the roster. If nothing else, you need practice arms to keep the top 2 QBs fresh. Next season, NU will likely be down to 3 scholarship QBs: MA, CT and the incoming freshman, Aidan Smith. Assuming Yates changes position, TJ would be the RS Freshman class QB. Ideally, you want 1 QB in every class. NU will not have a QB in the Senior class.
