Politics. Maybe he should understand what the law is and take a few minutes to read and figure out how to run a half baked pizza parlor before he starts stealing money from persons of minimal financial standing.

While thedelivery guy may be considered to be a tipped employee, and subject to a different minimum wage, the dishwasher is a different story. However, if he got into trouble because of an increase in the local minimum wage, it is understandable
 
Some how I feel like there must be more to the story. $23,000 shouldn't be a problem for a businessman like him to borrow to pay the people and make it all go away.
Didn't he just announce that he was thinking of running for Congress? Politics are not a game for the faint of heart.

I suspect that he was in over his head as far as the details of running a business like that. I doubt that he was trying to cheat anyone.

My wife and I tried running a small business selling travel. We eventually gave up having employees because we weren't big enough to employ tax and bookkeeping services. We were paying more in penalties than fees and taxes.

The paperwork nowdays is a nightmare. It is not too hard to run afoul of the law. The result is fewer businesses getting started.
