The paperwork nowdays is a nightmare. It is not too hard to run afoul of the law. The result is fewer businesses getting started.I suspect that he was in over his head as far as the details of running a business like that. I doubt that he was trying to cheat anyone.
My wife and I tried running a small business selling travel. We eventually gave up having employees because we weren't big enough to employ tax and bookkeeping services. We were paying more in penalties than fees and taxes.
