Objectively it stands to reason to me that the AD wouldn't be close enough to the actual players to know anything about this. Fitz and his ~20 assistants and direct reports - different story.
That being said, if the worst versions of everything coming out are true, then Phillips was presiding over an Athletic Dept while this and the cheerleading situation also going on.

Ehhhhh if the whole allegation of this is that it all happened in the locker room and the coaches basically knew but willfully maintained plausible deniability by covering their ears, singing LALALALA and running out of the room if anybody brought it up, it makes sense the AD would be clueless.
The mistake you could pin on Phillips, POTENTIALLY, IF THINGS COME TO LIGHT IN A WAY THAT MAKES SENSE WITH THIS, is fostering an air of unaccountability, insularity, and lack of oversight of Fitz as Pat's popularity grew.

Since I use my name and don’t hide behind a moniker, I will say that I learned things from a beyond reproach source that there was a lot more to the cheerleading story than ever made the public discourse.
It made the athletic department look better than how it was smeared.
