Yes.... it's not the foot, it's any part of the body breaking the plane of the yard line. Though impossible to tell from that camera angle, based on where his foot is and how far he is leaning forward, I can imagine that ref (who is right on the line) saw the helmet break the plane.

But it was incredibly close and I am biased.

Horrible call. Even the new tweaked rule change doesn’t make it reviewable, which is a joke. This needs to be revised to include review.
