Just spittballing hereD1 has a limit of 85 scholarships they can extend plus NIL money. Can a university offer NIL money to a potential athlete. Then the athlete pay for his tuition from those proceeds. Then declare themselves as a walk-on and not count towards the scholarship limit?

Technically, yes. One of the big loopholes I’m sure the NCAA is looking into closing.

Technically, no, because the university cannot pay NIL money.

Boosters can, though, and it was publicized that all BYU walk-ons would have their tuition paid through NIL:
