Just spittballing hereD1 has a limit of 85 scholarships they can extend plus NIL money. Can a university offer NIL money to a potential athlete. Then the athlete pay for his tuition from those proceeds. Then declare themselves as a walk-on and not count towards the scholarship limit?

Technically, yes. One of the big loopholes I’m sure the NCAA is looking into closing.
