Illinois was relevant when Bill Self was coaching and he brought in Deron Williams from out of state. Since he has been gone and his players moved on (yes Webber did well with the players he inherited from Self), UofI has been a non-factor. Also, the Deon Thomas and Bruce Pearl issues, the resultant probation and the stopping of the Chevy Blazers to recruits dried up the recruiting for years.
