OT - Hope for reducing concussions

I saw an interesting CBS video story on an new idea in reducing concussions. It seems to show real promise.

In the article they say that the owner of the license has applied to the FDA for approval. Is that really necessary? It's not a drug or medical treatment. I'm sure FDA approval would make it an easier sell, especially to schools. I could see a rich NFL owner just going ahead and making a big offer to outfit his team with it. Paul Allen for example.

Having FDA approval might mitigate liability for everyone when a guy gets a brain injury inspire of improved equipment.
