Why were Wiscy students throwing snowballs at their own cheerleaders?

I remember a New York Giants game some years ago where the fans were throwing snowballs on the field, and one of them hit an official and knocked him over. I understand, but don't condone, throwing a snowball at an official, but since it can actually hurt people, why throw snowballs at your own cheerleaders?

The NFL/Giants got really pissed about that whole episode and went after the snowball-throwers. Why didn't the Wiscy announcer make an announcement to stop with the snowballs? Some of the snowballs hit the field, too. I was there and saw it with my own eyes. Since that can actually introduce danger to the field of play, why didn't the refs warn the crowd or penalize them?

The whole thing was rather weird. At least the Wiscy faithful were traumatized by the loss.
