What is the eligibility rule….

regarding COVID? Originally I thought last year just didn’t count for everyone. Then I believed it was only those who were in their last year of eligibility last year who could gain an extra year. I seem to be perpetually confused on this point.

Latest I’m reading again is that last year just didn’t count.

I don’t get it. Some help?
