Falling to the floor on a 3 isn't necessarily a flop. If someone closes out hard on you, it might be the best way to ensure you don't land hard on their foot and twist your ankle.
Players are still flopping because the math is still too much in their favor. If they get rewarded with a 3-point flop, that balances out three flop calls.
